Last season, Oh had the highest ERA, highest FIP, highest percent of inherited runners scoring and lowest percent of first batters retired in the entire bullpen. Pretty clear why he did not come back.
What changed in Toronto other than them pitching him one inning or less and whatever it is, will it be moving with him?

Actually they probably did ask about JMart but the Cards had a much higher asking price so they settled for Voit.
