It would be insane to offer you final offer immediately. That would establish the offer as one that would require further concessions unless both sides started with a final offer. An then it would not be final.
An international draft would fix a lot of abuse. Of course the Latin players would object to one and the rest of the players will go along with that. Generally a good number of persons had difficulty understanding the other point of view. I don’t have enough information to know if one side is more unreasonable than the other.
