They should have said “not recently had theses coordinators” or “used to have these coordinators and are bringing them back” instead of implying they have never had the coordinators.
Nevertheless it would be accurate to say that the Cardinals went cheap on PD, got burned by it, and have now decided to act more like a professional organization again. It sounds like they have a ways to go if they are just getting back to where they were 5-10 years ago.
