Cardinals Announce Baseball Operations Promotions

The St. Louis Cardinals announced today (Tuesday, December 3) a number of promotions within Baseball Operations.

Patrick Elkins has been promoted from his most-recent position as professional scout to the team’s Major League staff and the newly-created position of Major League Internal Player Strategist.

The team also announced the following promotions within the team’s Baseball Operations staff with Tony Ferreira advancing to Manager, Player Development; Emily Wiebe to Manager, Player Development & Performance; and Joseph Quezada to Manager, International Operations.

You may not know Patrick, but the nickname Packy may ring a bell as the former Cardinals minor league infielder-turned scout.

“The purpose of the position is to offer set of eyes who can synthesize video scouting and statistical data for the use of players and coaches,” reports Derrick Goold of the St. Louis Post-Dispatch.

It was not part of this announcement, but Game-Planning Coach Joey Prebynski will return for 2020. He organized scouting reports, shift charts, the palm-sized cards that Shildt and coaches use in the dugout and the back-pocket cards for fielders. Moving forward, Elkins and Prebynski will work together, Goold wrote.

I have interacted with all four of those promoted, two quite extensively. Ferreira and Quezada are the top assistants to farm director Gary LaRocque and international director Luis Morales, respectively. Wiebe has led new performance initiatives with minor leaguers including Blast Motion bat sensors for hitters.

All should be congratulated as a part of the player development staff who work very hard behind the scenes. All report up through President of Baseball Operations John Mozeliak.
