BA has posted their top 50 international prospects (excluding Cubans) for the upcoming signing period. A bit less interesting to follow since the Cardinals will be out of the running for the top guys for the next two years.

July 3, 2017 at 10:49 am #26456The Cards announced their first 10 signees. New names are Mexican catcher Jesus Cruz and Venezuelan catcher Luis Rodriguez. They did not announce Diowil Burgos yet. He would be #11 once official.
May 11, 2018 at 1:00 pm #51745A couple of new players will soon be on the market. Not known how soon they can establish residency and become eligible to sign, however.
Further, since the Cards cannot spend more than $300K on any individual, they seem unlikely to be able to sign any big-name players in this or the next class.

May 12, 2018 at 12:46 pm #51879According to Goold the Cards are very interested in the older Mesa kid, but as you point out, the $300k limitation could be a problem.
May 12, 2018 at 1:05 pm #51883Let’s say it takes them 10 months to get cleared by MLB. That puts them getting cleared in March, 2019.
Most of the teams will have gone through their budgets by then.
So, it is feasible the two will wait until the July 2019 IFA class to sign, in which case, the Cardinals will be back to normal.

May 12, 2018 at 2:36 pm #51903I think this Mesa scenario is at least as likely: Some team wants him and gets a positive indication he will sign with them for a specific amount, so the team sets the money aside until he is approved.
On the other hand, if approval is as late as March 2019 and the offers at that time are viewed as substandard, then perhaps he would wait until July 2, 2019. I think it would be lower odds, but surely not impossible. The 16-year old could afford to wait longer. The clock is ticking faster on his older brother.
May 12, 2018 at 2:53 pm #51904Brian, I agree, your scenario is just as, if not, more likely.
But this is still a system driven by buscones, and that will have a large part of who a kid signs with. These kids are scouted years before they are eligible, and it may be that they’ve developed affinity’s for particular teams.
That said, I think a lot of it will be timing and $$
